pulse 2.1.22 released

Pulse 2.1.22 has been released. This is a stable build in the 2.1 series. Changes include:

• A new option to control synchronisation of the dependency retrieval destination.
• Self-service password updating for all users.
• Improved handling of unexpected plugin states on startup.
• Minor bug fixes.
