pulse 2.1.31 released

Pulse 2.1.31 has been released. This is a stable build in the 2.1 series. Changes include:

• Disabled unnecessary ivy caching
• Fix I18N problems with ajax requests
• Review transactional boundries to avoid the unnecessary binding of a database connection to a request
