pulse 2.4.x patch releases

Pulse 2.4.13-8 are stable builds in the 2.4 series. Changes include:

• An upgrade to SvnKit 1.3.6.1.
• Fixes for file:// support in Subversion.
• A new Remote API method to kill a user's personal build.
• A new system property to turn off bootstrap output.
• Improved performance for commands with large amounts of output, particularly bootstrap commands.
• Improved email notification performance.
• Minor bug fixes.
